IT Change & Release Delivery ManagerOutline Role Description Capita Primary Care Services England (PCSE) have a small internal IT department that is going through a process of reorganisation as it moves to a new level of organisational maturity. As part of this re-organisation a need to enhance several ITIL process areas have been identified The IT Service delivery manager will work as part of the PCSE IT Management team reporting into the Head of IT. This role will be responsible for development and running of the change management process, establishment of a release management processes. IT Change & Release Delivery Manager Responsibilities Overview This role has operational responsibility for the delivery and development of Change and release management services in line with ITIL based disciplines as well as service transition of transformation programme activities into Operational BAU support. As part of the IT management team there will also be a requirement at some point in 2019 to join the management on-call rota which covers extended hours outside of the normal working day in the event of a major incident. The transformation programme currently being undertaken is to move from paper-based processes provided to digitisation of these services using Microsoft Dynamics as the application platform
IT Change & Release Delivery Manager Specific Responsibilities
Matrix management of Application and Development team for change and release management activities
Establishment & implementation of release management process
Define and maintain Asset and licence management for PCSE
Review current change management process, define and implement improvements to the process including communication to key stakeholders
migrating transformation releases successfully from the Programme into live operations
Ensure appropriate consideration of operational priorities and constraints (with regard to specific releases) at each stage of the project and Programme lifecycle
Ensure that services and their underlying systems and data are fit and ready to be migrated into the live environment
Map release outputs to live services to assess their operational impact
Attending and contributing to IT Team meetings and supplier review meetings.
Involvement in process for transition and acceptance of new services into operational support.
Input into service innovation within all areas of PCSE IT.
Work closely with the Operations team ensure they are ready to accept and support the capabilities provided in releases
Interact with relevant users, suppliers and third parties to ensure that deliverables and milestones are achieved throughout the operational readiness process
Manage the creation, maintenance, configuration control and appropriate storage of migration collateral, in accordance with governance
Act as the Operations representative to the relevant Release Boards and other boards and fora as necessary, to ensure appropriate consideration of operational priorities and constraints at each stage of the project and Programme lifecycle.
Work with SME's to ensure agreed operational requirements are incorporated appropriately into solution designs and governance arrangements
Join the IT Management on call rota in the event of a Major Incident out of hours (expected to come into effect at transformation go live in 2019). This will primarily be a co-ordination and communications role to our business & external customer in the event of a MI after working hours.
IT Change & Release Delivery Manager Essential Experience/Skills
proven experience and delivery of IT Change Management
Proven experience of release management processes
Proven experience of delivering service transition into IT Operating
Good knowledge of ITIL disciplines
Organised and Financially Conscious
Excellent verbal and written Communications skills
Own Problems and takes an innovative approach to problem solving
Stakeholder management - ability to converse at all levels of stakeholder
A passion for Continual Service Improvement
Able to manage sensitive and sometimes confidential information
Flexibility to adjust to multiple demands, shifting priorities, ambiguity and rapid change
Experience managing or co-ordinating multiple IT teams.
